(male announcer) this is bay area news station, kron 4 news starts now. >> pam: the probe into what led up to an oil tanker hitting the bay bridge. investigators say this isn't the pilot's first ship mishap. kron 4 is live with team coverage. the u-s being hit by anand doctors say, even if you *not be fully protected no oil spill, not much damage. but a lot of questions after an oil tanker sidswipes a bay bridge tower. 36 hours after it was due to leave the bay, the ship is still anchored off treasure island. coast guard officials are trying to determine the cause: (foghorn) >> winds, tides, fog or human error. >> those are all factors we will be looking at >> and we are learning more about the pilot, one of the highly paid and highly trained experts who guide ships in and out of the bay.this is not hisd first accident. >> not his first -- accident. >> he had three incidents in his file. >> pam: good evening, i'm pam moore. tonight, kron4's team coverage on the tanker hitting the bay bridge. starts with terisa estacio. she's live on treasure island. terisa? >> reporter: the coast guard

has ordered the vessel and not to go anywhere. and it digging into the investigation of why it swiped the tower # 6 of the bay bridge and the national transportation safety board has announced that it is investigating the crash is is that it is a major marine casualty with one half a million dollars in damage, so far. kron4's maureen kelly attended a coast guard briefing where they outlined their next steps in the investigation. >> reporter: tuesday investitgators interviewed the bar pilot. the local person tasked with helping to manuever the 752 foot vessel thru these waters.the captain and key members of the crew will also be interviewed.drug and alcohol testing is already underway. the coast guard says human error is one of the possibilities they are looking at. >> that is something that we will always look at is. pilot error, can lend her.

the ship will be kept here until investigators are satisfied. >> as long as it takes. >> reporter: officials say it could take months before a cause is determined. maureen kelly kron4 news. >> reporter: at this hour, we are learning more of this pilot. kron 4's dan kerman has more on the pilot. and some other incidences involving the pilot. >> reporter: this pilot that was maneuvering the vessel that hit the bay bridge has had three previous incidences in the last four years. on august 27th, 2009, the captain was piloting this 565 grace towards the port of san francisco when briefly grounded. there was no damage and what this incident review committee could not find any failure with the action, he was ordered to take more

practiced trips. on two days later, on august 29th, he was taking this vessel out from the san joquan stockton and it damaged a catwalk. he was also practiced as expected-to to--more practice courses. and as he was supervising a trainee at the ship was going from redwood city to the richmond harbor. this tug boat was attached and it made contact with the bottom of the channel causing minor damage. while he was only supervising he was blamed for pilot error. no action was recommended by the incident review committee >> skilled pilots of the river it is easy to make contact with the bottom or problems. it is a very

>> pam: investigators now say, a petaluma teenager, found dead on the side of a road in lake tahoe, may have been disoriented. allysa byrne apparently tried to walk three miles in freezing weather to her hotel. after attending a music festival. el dorado county sheriff's say, the 19-year-old took off her jacket at some point -- and boot prints that were found suggest the disorientation. no word yet if alcohol or drugs were a factor. >> the man accused of setting his girlfriend on fire in san francisco's bayview district -- is behind bars. dexter oliver is facing attempted murder and arson charges. investigators say, they tracked down the suspect at a hotel in oakland. oliver is suspected of throwing gasoline on his girlfriend and setting her on fire after an argument. the victim-- a mother of three, is recovering at a san francisco burn center. >> it was foggy earlier take a look! this is what drivers were dealing with that the toll plaza. you can see how thick it was in this is

>> pam: a quick live look at bridge traffic -- on this tuesday evening commute. as many of us experience first hand, it is not always easy getting around the bay area -- with so many vehicles on the road. but, some relief could be ahead, thanks to a new, first of its kind study. which pin-pointdd some the worst trouble-spits. kron4's george rask has more.

>> this is tracking over 3000 drivers using their cellphone and gps signals. this is the first time it has been done one of the worst areas they found was the 101 corridor through south east san jose. keep in mind it is not only the freeway but the traffic leading to the freeway that contributes to these slow downs. the study found that many people get on the freeway are round the same time. and another concern is the castro valley, the 580, and highway 92. again traffic leading from outlying areas onto the freeway will lead to the slowdowns. and the san ramon/dublin. and crow canyon road. and highway 1 0 1 in the sun rafael region. again, all of the redwood city feed systems. caltran

and local transportation officials are reviewing these results and want to contribute additional metering liked to spread out the volume of drivers. this study has shown that if they can reduce this by 1 per cent it can improve your drive time by 14 percent. that is eight minutes per hour. george russ, kron 4. >> pam: ithat was george rask...dry weather is bringing out road crews in the santa cruz mountains. heavy december rains are blamed for mud and rock slides which have taken out a stretch of vine hill road near highway 17 kron four's rob fladeboe has the latest on the continuing efforts to clear the storm damage. >> reporter: after negotiating a bumpy one-lane ride across washed-out vine hill road for more than a month, residents have no problem with new delays now that work has begun on a permanent fix. >> i actually saw before they did anything to it and

was absolutely shocked on how much and washed away. >> reporter: a dozen mountain roads damaged or closed by rock and mudslides in december. after clearing the slide and restoring that single lane in either direction, crews returned this week to finish the job. they're clearing away downed trees and digging down to solid ground, using tons of drain rock and concrete to shore up the hillside before adding a new, second lane across the 100 foot gash. this area got extreme rained. this sorrel is finally starting to dry out. the soil -- is finally starting to dry out. elsewhere, water is still seeping from an even larger slide here on highland way off summit road, still closed after a huge slide left mud 3-feet deep on the road, forcing residents to endure long detours. while some of the storm-

caused road repairs are back-logged due to a lack of funds, others, like vine hill road are on a fast- track because it's an alternate route to nearby highway 17. >> the last time the road was blocked it took 1.5 years before it was fixed. this is certainly better than that. >> reporter: weather permitting, work on vine hill road should be complete by the end of the month. in the santa cruz mtns rob fladeboe kron 4 news. >> jacqueline: it was a nice day but big changes. for the rest of the week with a system that is going to be dropping into the bay area. that will bring it some very, very cold air. temperatures are going to be significantly cooler and even cooler on thursday. friday's low. 20's. near freezing for the bayshore. more on that but first let us take a look at the satellite & radar. the fog is increasing and the main event is off the coast. washington is continuing to

press south. towards our coastline and tomorrow, that's got a cloud coverage. with the chance of lingering showers on thursday. the futurecast, wh10:00 a.m., mainly dry by 2:00 p.m., it is one that rainfall will start in the north bay. by 3:00 p.m., spotty shower activity. this will press the down to the south by 5:00 p.m. and livermore, the santa cruz mountains and also by 7:00 p.m., towards san jose. notice, clearing along the north bay. as we go towards a 11:00 p.m., take a look offshore. spotty shower activity over the coastal areas. that will continue through thursday morning. mainly dry over the bay area. a look at your extended forecast. cold air with this system. by thursday, temperatures are going to be freezing. pretty

(male announcer) this is bay area news station, kron 4 news starts now. >> now at 5-30. the investigation into what led up to an oil tanker hitting the bay bridge. this is video from our helicopter partnership with abc-7 news -- over the scene. just after it happened yesterday. here is what we know. the pilot of the ship -- had three previous shipping mishaps. although at least one official with the california board of pilots commission. calls the incidents "minor". the national transportation

safety board. is now calling the recent crash a "major marine casualty". because the damage totals more than half- a- million dollars. the director of the simulation program at the california maritime academy in vallejo. used their state-of-the-art bridge simulator to give us an idea of what it is like for a pilot to navigate a cargo ship through the fog on the bay >> this simulation, we can recreate the same situation. and say that this is what happened. for now, we have what is considered a 3 mi. visibility. we have an officer on watch, a shipmaster, and a pilot. because this is happening during while i am piloting bible be speaking to the

bridge capt. and the captain. on weather or not we can continue. >> looking out the window with restrictive visibility is more difficult to cure you have the rader, the satellite signals. those are the two main electronic devices. now, with only 2 mi. of this ability. we could even start hearing fog signals. you would reverse the propeller. coming to the stop of a ship is not putting brakes on an automobile there could be more likely to encounter difficulty. and there are guidelines and rules for navigation and fog. i are in place for the decision making process but in the end, something went wrong. we do not know. >> pam: officials with the

academy that say that these findings will help with future incident prevention. stay with kron-4 as we continue to follow developments -- in the tanker hit of the bay bridge. you can follow updates on the web at kron-4-dot-com, and our facebook and twitter pages. >> catherine: this was day two of the preliminary hearing for james holmes. he's the man charged in the colorado movie theatre massacre. 12 people died and dozens were injured. prosecutors are giving us a better look at just how elaborately they say holmes set up his plot to kill. holmes looks very different from the days right after he was arrested. a brown moustache and beard - replacing the dyed red hair. the first 9-1-1 call made to police from the movie theatre last july was played today. during which at least 30 shots are heard in the 27- second call.

other testimony today included officers explaining the very elaborate booby trap system they say holmes had waiting for them in his apartment. there was a thermos full off glycerin leaning over a hot chemical. a trip wire linked theholmes they say - had soaked his carpet with gasoline.and had loud music playing. the theory -- he wanted lots of police distracted and and possibly killed. delaying the response time to the movie theatre and his shooting spree. among the people in the packed audience. survivors and relatives of the victims. as i mentioned before, it is difficult to explain. >> "he has no emotion. like a robot. nothing else". >> catherine: sam soudani's daughter farrah was badly injured that night.and he came to support her. >> "because she decided to come.i just want to hold her hand. no more." >> catherine: the hearing will determine whether there's enough evidence to head to trial. testimony also detailed holmes strange behavior after his arrest. at one point - when paper bags were put over his hands to preserve gunshot residue. police say he began playing

with them as if they were puppets. >> in another mass shooting. it's now been two years since former congresswoman gabby giffords was injured in tucson, arizona. giffords and her husband are launching a new effort aimed at cracking down on gun violence. sandra endo reports. >> reporter: newtown connecticut. portland oregon. aurora colorado. there have been more than 10 since january 8th 2011, when a gunman opened fire at a grocery store in tucson, arizona. >> "my nine-year-old daughter was murdered in the tucson shooting. i have one question for our political leaders, when will you find the courage to stand up to the gun lobby?" >> reporter: then congresswoman gabby giffords was shot in the head during the attack and now she and her husband are launching an anti-gun violence group called "americans for responsible solutions." they told abc's diane sawyer the massacre at sandy hook elementary was a decisive moment. "how was newtown?" >> "tough." >> "brought back a lot of memories about what that

was like for us, some two years ago today. and you hope that happen again. but you know what? it does happen again." their goal is to get elected officials to do more to prevent gun violence nationwide. it's an initiative similar to president obama's taskforce headed by vice president joe biden, expected to lay out recommendations as early as the end of the month. but such efforts face opposition. some believe getting rid of guns will not keep citizens safe. >> "you have a first amendment, there's a second amendment. but guns do not kill people. we just had two murders, my office investigated, by knives. should we take all the knives away? where do you draw the line?" >> reporter: a complex question leaders are searching to answer. in washington, i'm sandra endo. in washington, i'm sandra endo. kron 4 news.
